A proposed bill in Prince George’s County would establish mandatory requirements for residential landlords to report certain information about their rental properties and business finances, drawing mixed reactions from landlord and tenant groups.
Council Bill 017-2022, introduced last week by County Councilwoman Dannielle Glaros, D-District 3, copying Montgomery County legislation, aims to “measure the supply and availability of rental housing, as well as other operating characteristics.” It would require landlords to compile and report information to the county government on three timetables:
*. All landlords of licensed rentals would need to report annually to the county basic information about structures and units, such as location, year built, number of units by bedroom size, current and prior rent charged for each unit, and the like.
*. They’d also need to furnish “upon request” additional information about rental properties and renters, as well as about business costs. The latter would include “actual operating expenses, by category,” “actual operating revenues, by category,” “landlord’s actual monthly utility costs,” and “a schedule of any other fees and income.”
*. Landlords of rental units in common ownership communities, such as condos or certain townhouses, would need to report to the community’s governing body any change of rental status within ten days of the change.
