An out-of-state property seeker is urging a federal appeals court to strike down as unconstitutional a Maryland law requiring bidders on tax-delinquent Prince George’s County properties to be county residents.
The would-be purchaser has argued in papers filed with the 4th U.S. Circuit Court of Appeals that the law violates the federal Constitution’s provision barring statutory discrimination against residents of other states.
