Items for discussion include:
-The Superintendent and Board of Education have proposed the possibility of a Project Labor Agreement (PLA) being included on Phase II of the PGCPS Public-Private-Partnership (P3) to build 8 new schools. A PLA may shut out most County-based Minority Business Enterprises (CMBEs) from the project. See the Black Business Community Letter of Concern submitted last December here: https://tinyurl.com/
-Some of my Council Colleagues have proposed Council Bill 91 2023, which would impose a requirement for a PLA on any county construction project $10 million or greater in value. This could shut out most CMBEs from such projects. The Council will consider this proposal in the next week or two. Here is a copy of the proposed legislation: https://
-A Responsible Contractors Bill is pending before the County Council (Council Bill 1 2023). Draft 1 of the bill would impose onerous new certification requirements on the CMBE community to do business with the County on construction projects.
