Clark Construction is on track to win a lucrative contract to redevelop Baltimore’s Pimlico Race Course after submitting a proposal to Maryland that was nearly half the price of its top competitor.
The Maryland Board of Public Works will vote Wednesday on whether to award a contract to McLean-based Clark Construction for preconstruction services ahead of the planned full redevelopment of Pimlico. Clark’s bid came in at roughly $1 million less than Baltimore-based Whiting-Turner Contracting Co.’s proposal, according to the state board’s meeting documents. The meeting agenda states that the Maryland Stadium Authority intends to award the full construction services contract — which could be worth hundreds of millions of dollars in all — to Clark if the state is satisfied with its preconstruction work.
The Maryland Stadium Authority, which is overseeing the Pimlico project, will need to approve the contract at its scheduled Tuesday meeting. It would then head to the Board of Public Works on Wednesday. The stadium authority’s agenda currently includes three line items related to the Pimlico redevelopment.
Clark Construction’s bid came in at just under $900,000, significantly lower than Whiting-Turner’s $1.85 million bid. Clark’s bid scored 10 points higher on the agency’s proposal rating scale, receiving an 88 compared to Whiting-Turner’s 78. The bid proposals are scored based on technical and financial criteria, including overall quality of the submission, an oral presentation and past performances and references.
