Events D.C. is once again seeking a contractor to lead the demolition of RFK Memorial Stadium, and this time there is more room for small business participation on the contract.
The conventions and sports authority reissued the request for proposals to demolish RFK Nov. 24 after awarding the contract in September and subsequently rescinding that award Oct. 2. The new document makes a number of adjustments, including extending the base term of the contract from two to three years, adding site engineering and design services to the requested work, and increasing the certified small business enterprise participation.
The new RFP requires 50% of the annual dollar value of the contract to be set aside for performance through subcontracting with certified small business enterprises (SBEs) — locally owned, independent businesses that meet the Small Business Administration’s definition of small. The previous RFP, originally awarded to Rhode Island-based Gilbane Building Co., had that threshold at 35%. It also reduces the size of projects that the winning bidder must have demolished in the past from 1 million square feet to 500,000.
